What is UPC?
Download Full PDFThe Government has established the Unified Public Consultation (UPC) portal to facilitate stakeholder engagements in its rule-making process. UPC provides members of the public easy access to regulatory consultations through a single website. It contributes towards the Government's commitment to accountability, transparency, and inclusiveness.
Regulatory agencies have actively engaged stakeholders via their own websites. However, inconsistent layouts and navigation often create barriers. Through UPC, all regulatory engagement is centralised on one portal â making the process more uniform, effective, and efficient.

3 Phases of Consultation
Forum Discussion
Early stage to identify public issues that may require government intervention. Feedback and topic discussions are open for clarity and insight.
Preliminary Consultation
Triggered when potential government action is identified. A draft outlining background, risks, solutions, and impact is shared for stakeholder input.
Final Consultation
Conducted when a draft policy/regulation is prepared, detailing specific measures and incorporating insights from earlier phases.
Throughout the process, the regulator adheres to principles in the Best Practice Regulation Handbook (by MPC) to ensure quality regulation.
Stakeholder Participation Guidelines
Stakeholders must register with UPC to take part in consultations. To ensure productive engagement, participants must observe the following Dos and Don'ts.
