Purpose

This Public Comment is to obtain comments/inputs on draft of Malaysian Pepper Board (Licensing, Permit and Grading) Regulations.

This regulation was developed by the Working Group with reference to Malaysian Pepper Act 2006. Under the Malaysian Pepper Board Act 2006, public consultation for regulations is basically about good governance. Even if the Act doesn’t spell out every detail, the purpose follows standard Malaysian regulatory practice.

Public consultation in drafting licensing, permit and grading regulations under the Malaysian Pepper Board Act 2006 aims to ensure that regulatory requirements are practical, fair and aligned with industry practices, improve the quality and enforceability of regulations, protect industry sustainability, and promote compliance through stakeholder participation. Also to collect concerns and ideas that will ensure the resulting law is practical and workable for both industry players and consumers.

Strongly support the draft regulation proposed by the Malaysian Pepper Board. The implementation of this regulation will help strengthen pepper quality standards and safeguard the integrity and reputation of Malaysian pepper.

Komoditi lada merupakan tanaman penting di Sarawak, khususnya bagi pekebun kecil yang bergantung kepada hasil lada sebagai sumber pendapatan utama. Dalam usaha memelihara kualiti dan reputasi lada Malaysia di pasaran tempatan dan antarabangsa, langkah memperkenalkan sistem perlesenan, permit, dan penggredan memainkan peranan strategik.
Melalui sistem ini, setiap pengeluaran dan pengedaran lada dapat dikawal serta direkod secara rasmi. Ini secara tidak langsung menyukarkan aktiviti penjenamaan semula lada import sebagai lada Malaysia, kerana hanya lada yang melalui proses sah dan memenuhi piawaian kualiti akan diiktiraf sebagai produk tempatan. Langkah ini bukan sahaja melindungi integriti industri lada negara, malah membantu meningkatkan daya saing dan kepercayaan pengguna terhadap lada Malaysia.
Di samping itu, mekanisme kawalan ini memberi manfaat kepada pekebun kecil dengan memastikan hasil mereka dihargai secara adil dan tidak terjejas oleh kemasukan produk luar yang tidak dikawal kualitinya.

Secara keseluruhannya, Peraturan Lembaga Lada Malaysia (Pelesenan, Permit dan Penggredan) adalah sangat baik, penting dan perlu diwujudkan untuk memastikan semua aktiviti perdagangan lada dapat dikawal selia dengan betul, telus dan amanah di bawah satu undang-undang penguatkuasaan yang diiktiraf agar kemampanan industri lada negara terus kekal terjamin.

The implementation of this act is fundamentally seen as important in regulating the production and quality of pepper commodities to ensure food security, particularly for herbs (pepper). We agree that the implementation of this regulation will be carried out in the future.

Agreed with the implementation of regulation; however, upstream activities need to be strengthened first to ensure local pepper production is sufficient to meet the global and domestic market demand. This is to ensure the implementation of the rule does not threaten F&B industries in the future.
