It also modernizes administrative processes by formally facilitating the use of electronic payment methods. To ensure fairness, proportionality, and justice, the Commission is advised to formalize a structured matrix of mitigating and aggravating factors within its internal guidelines. Such a framework would ensure that any reduction in compound amounts—particularly where compounds are proposed to be administered without oversight by the Public Prosecutor—is applied objectively, transparently, and consistently across cases.
