To inform the proposed Amendment to the current Compounding Regulations. The objective of the proposed amendments to the Compounding Regulations are as follows:

1. Consequential Amendments
2. To reduce unnecessary bureaucratic work process.
3. Facilitate various electronic payment methods for compound.

This consultation represents a progressive step toward aligning enforcement practices with the Communications and Multimedia Act 1998 (Act 588), as recently amended to introduce enhanced penalties of up to RM1 million. It also modernizes administrative processes by formally facilitating the use of electronic payment methods. To ensure fairness, proportionality, and justice, the Commission is advised to formalize a structured matrix of mitigating and aggravating factors within its internal guidelines. Such a framework would ensure that any reduction in compound amountsÃĸâ‚Ŧ”particularly where compounds are proposed to be administered without oversight by the Public ProsecutorÃĸâ‚Ŧ”is applied objectively, transparently, and consistently across cases.
